Dear Board of County Commissioners,
I am concerned with last Monday’s Work Session discussion on renaming the Clallam County Courthouse in Port Angeles to posthumously honor Justice Susan Owens. The current name on the Courthouse is one that suffices to represent all citizens who live in Clallam County. I understand the emotional response to emphasize her contribution to our County, but as there have been many notable individuals who preceded her accomplishments, I firmly stand on keeping the name that is presently on the building. If you feel obliged to acquiesce to a lobbying group on Owens’s behalf, I need to remind you that you represent all individuals, and your responsibilities need to align with those of the citizens of your respective districts. Any further discussion on the matter must include the public and the public’s perspectives, including those that may lead to a County wide vote.

Thing is…the form is onerous and doesn’t give you any indication that the message has been sent, it just shows the send icon sitting there as if nothing happened. I tried to send a message three times, apparently you received two. I’m trying to reach Bruce Emery. I’d like it explained WHY it is so difficult to reach an elected official? No email address, no phone number…just a fax (does anyone have a fax machine and a phone line anymore?) and a form to fill out. You all work for the people. The people should have easy access. This feels like intentional subterfuge. Not a good look.

You’ve forced your comments about Renee Good and Alex Pretti onto the public during the past two council meetings. You are employed by the taxpayers and are paid to take care of city business, not to use your position as a political opinion platform. However, since you feel the need to speak out against injustice, I have a request – during the next council meeting please read aloud the names listed below, along with the descriptions. These citizens (along with others) died at the hands of illegal immigrants that should never have been in this country.
Do you care about those on the list who lost their lives in such horrific ways, or only about the Goods and Prettis?

Laken Riley (22) — Jogging on campus when she was beaten with a rock, suffocated, and assaulted.
Rachel Morin (37) — A mother of five abducted on a hiking trail, killed, and hidden in a culvert.
Kayla Hamilton (20) — A young woman with autism, bound, assaulted, and strangled in her own home.
Jocelyn Nungaray (12) - Abducted, assaulted, and killed in Houston. Found in a creek.
Larisha Sharell Thompson (40) - Shot and killed during a random attempted robbery in South Carolina.
Jamiel Shaw II (17) — A high school athlete shot in the street after being mistaken for a rival.
Ruby Garcia (25) -shot dead on a highway in Michigan.
Jocelyn Toaquiza (21) -murdered in a AirBNB and was buried in a shallow grave.
Melody Waldecker (54) -killed during a violent carjacking.
Mollie Tibbetts (20) -abducted while jogging and then killed.
Lizbeth Medina (16) -stabbed to death after an illegal had been stalking her.
Ivory Smith (7) -was killed in a crash caused by Joel Enrique Gonzalez Chacin of Venezuela in Texas in 2024.
Maverick Martzen was killed in a crash caused by Karmit Singh of India in California in 2019.
Alex “AJ” Wise Jr. (10) -was killed in a crash caused by Rogelio Ortiz-Olivas of Mexico in Texas in 2024.
Taliyah Crochet and Rylan Oncale (18) -were both killed in a crash caused by Axel Flores-Cordova of Honduras in Louisiana in 2024.
Anya Varfolomeev and Nicholay Osokin (19) -were both killed in a crash caused by Oscar Eduardo Ortega-Anguiano of Mexico in California in 2021.
Katie Abraham (20) -was killed in a hit-and-run crash caused by Julio Cucul Bol of Guatemala in Illinois in 2025.
Sarah Root (21) -was killed in a crash caused by Eswin Mejia of Honduras in Nebraska in 2016.
Grayson Davis (29) -was killed in a crash caused by illegal alien Jorge Peralta in Texas in 2024.
Police Officer David Lee (44) -was killed by Ramon A. Chavez-Rodriguez of Honduras in Missouri in 2024.
Melissa Powell (47) -and her 16-year-old son, Riordan, were killed in a crash caused by Jose Guadalupe Menjivar-Alas of Honduras in Colorado in 2024.
Robert Boles (70) -was killed in a crash caused by illegal alien Jorge Urbina Lopez in Texas in 2025
Matthew Denice (23) Matthew was killed by an illegal alien who was driving drunk in 2011. The illegal alien ran a stop sign and knocked Matthew off his motorcycle and then dragged him a quarter mile to his death.
Vinessa Hoera (23) brutally murdered by an illegal immigrant for dismissing his advances.
Victoria Eileen Harwell (31) mom of 5. Was killed in a crash caused by German Llangari Inga, an illegal alien from Ecuador. He was charged with vehicular homicide.
Arya Cruz Acencio killed November 30,2025 in San Diego by an illegal immigrant with prior DUI convictions.
Kate Steinle (32) On July 1, 2015, Steinle was walking with her father and a friend on Pier 14 in San Francisco when she was struck in the back by a single bullet. She died in the hospital two hours later. The shooter, Jose Inez Garcia Zarate, was an undocumented immigrant who had been deported five times and had a history of felony convictions.
Maria Gonzalez (11) - Maria’s cause of death was ruled as asphyxiation due to strangulation and blunt force head and neck trauma, according to the medical examiner. Additional investigation determined that she had also been sexually assaulted. Her dad found her dead underneath her bed. Juan Carlos Garcia-Rodriguez, was charged with capital murder.
Maddie Hines (3) of SC was killed by an illegal immigrant who ran a stop sign and crashed into her family’s vehicle in October 2023 just a few days before her 4th birthday.
Mora Gerety in November 2025, Mora was tragically killed in a crosswalk accident in Boise, Idaho, by driver Elvin Elgardo Ramos-Caballero, who was later found to be an undocumented immigrant from Honduras with a prior immigration violation, leading to his arrest by ICE.
Jefferson Amaya Ayala (14) of D.C was hacked to death by 3 MS-13 members armed with machetes. Four individuals have been charged with murder just this month in connection with the case:Jose Merlos-Majano, 18,Alan Josai Garcia-Padilla, 21,William Cuellar Gutierrez, 19, An unidentified 17-year-old from Hyattsville.
Liam Rivera (2) of Stamford, CT was beaten to death by a family member Edgar Gomez an illegal immigrant.

I understand you are considering renaming the Historic Clallam County Courthouse. I have an exceptional candidate who deserves attention. Fred Filion born 10-29-1897, deceased 11-28-1975. Port Angeles born and raised. Died here too, age 78. Justice of the Peace Clallam County 1934-1963.
Fred Filion’s mother was Rosanna Alice Filion and father was Alfred I Filion. Alfred was the son of Pioneer Ismael Filion who brought sawmill equipment with him from Michigan to Port Angeles in 1892 to erect a mill at 12th and C Street [the old family home still stands on this lot] When that mill burned down a new sawmill and shingle mill was built at 16th and C Street [which is now occupied by Angeles Millwork]. This statement was in Ismael’s obituary featured in The Port Angeles Evening News issue of Feb 6th, 1928: “The Filion Mills operated all through the hard times of the nineties and provided the only payroll in Port Angeles for many years”. Ismael Filion came to Port Angeles with his brothers Felix Moses Filion [Civil war veteran] and Simon Filion. Felix served as a councilman for the City of Port Angeles [from the 6th ward as it was governed at the time]. Ismael’s other son Charles J Filion was a Port Angeles City commissioner
Alfred Ismael Filion was born in Ontario Canada and immigrated with his Father Ismael and stepmother Catherine (Mcleod) [Alfred’s mother Jane McLeod died in 1867] to Michigan when he was a child. Alfred I Filion age 32 is listed as father and occupation “lumber mill owner” on Fred’s 1897 Clallam County birth certificate. In Ismael’s 1928 obituary Alfred was listed as “operator of the city dock”. Alfred died in 1930 at age 65. Fred would’ve been 33 when his dad died.
I will now recite Fred Filion’s obituary from Clallam County pioneer listings. I thought it was important and relevant to understand Fred’s family historical presence here in Clallam County. The Filion name is woven through Clallam County yesteryears.

Fred Filion Nov 28, 1975
Memorial services will be at 2pm Tuesday in Harper Funeral Home for Fred Filion, 78, 224 W 3rd St, who died here Friday. Dr Peter Raible of Seattle will conduct the service. Cremation was at Mt Angeles Cemetery,
Mr Filion retired as a Justice Court Judge in 1963 after serving since 1935.
He was born Oct 19, 1897 in Port Angeles to Mr and Mrs Alfred Filion and attended Lincoln Heights grade school. He graduated from Port Angeles High School [Roosevelt] in 1917 and was salutatorian of his class. In 1923 he graduated from the University of Washington majoring in history. Later he decided to study law and was admitted to the bar in 1930.
About the same time he became blind.
All the way through school his eyesight had worsened and much of his legal study had been done with the aid of people who read to him. He also studied Braille while he could still see.
In 1934 he ran for Justice of the Peace in Port Angeles precinct against William B. Ritchie and W.F. Phillips. He was never opposed after his election to that office. After his retirement in 1963 he continued to be active.
He served on the board of Diversified Industries and was a member of the Unitarian fellowship, Democratic club, Washington State Association for Retarded Children and the Grange. He also belonged to the Clallam County Historical Society.
The late attorney John Wilson of Port Angeles who helped tutor him in his law studies said of him: “He determined what he wanted and got it. He exerted a persistence that has helped make him a good judge.”
Surviving are sisters Ruth Filion and Alfa Peterson [correct name Alfa Pierson] of Port Angeles. [Brother Stuart Filion preceded him in death who was also blind and famously led a fog bound fishing boat home using his keen hearing sense of the fog horns.]

Fred Filion was a judge here in Port Angeles officially as Justice of the Peace for 28 years. The historical classical revival style Clallam County Courthouse was dedicated in June 1915. Fred Filion was a judge there beginning in 1935 so he presided in the original courtroom surrounded by beautiful woodwork that he could not see.
Alfa Pierson was my grandmother and she often told a story about her brother the judge. She said a defendant made a comment that Fred, the judge, was making assumptions on his character due to his appearance. Fred silenced him with two words. “I’m blind”.
What better candidate to impart “blind justice”?
Consider Filion Courthouse to honor Judge Fred and also other Filion family members who have contributed so much to Clallam County.

Dear Mr. Emery and Ms. Gores,
I am pleased to learn that revised regulations concerning recreational vehicles (RVs) on private property are currently under consideration. As a resident of Clallam County for the past decade, I have submitted numerous complaints regarding nuisance properties in my vicinity, which have unfortunately remained unaddressed despite repeated requests for enforcement.
Regarding the proposed regulations, I strongly advocate for a mandatory requirement that all individuals residing in an RV, Accessory Dwelling Unit (ADU), or other shelter must have access to a dedicated sewer hookup, without exception. While I do not object to the quantity of RVs on a given property, I am concerned about their condition and the proper management of sanitation. It is imperative that occupants maintain a functional sewer line and gray water tank, rather than relying on portable sanitation devices or discharging waste into the environment. The discharge of sewage or gray water onto private or public property, including roadways, should be strictly prohibited and enforced.
Furthermore, based on my observations and personal experience, properties exhibiting multiple dilapidated RVs, inoperable vehicles, and substantial debris often appear to be associated with owners experiencing mental health challenges. Does your office receive any Recomplete grant funding specifically designated for the remediation and support of such properties?
Thank you for your time and for considering these recommendations. I commend your sole enforcement officer, as it is undoubtedly a challenging role to address individuals who are unwilling to comply with existing ordinances.

Dear Commissioners & Shoona Riggs:
Since relocating to Clallam County ten years ago, I have observed a significant ideological shift within the League of Women Voters. While I previously valued their voting endorsements, I no longer find their current perspectives to be inclusive or representative of their stated mission.
The League defines itself as a nonpartisan organization dedicated to protecting voting rights and ensuring representation for all. However, based on my observations, this description no longer accurately reflects their local operations.
I respectfully request that the League of Women Voters be treated consistently with other non-profit entities. Specifically, I ask that the organization be excluded from permanent inclusion on taxpayer-funded agendas, publications, and the official voters’ pamphlet unless they undergo a formal rebranding that aligns with their current practices.

To the person who acknowledged the victims of illegal alien crimes, I whole-heartedly say thank you. With the exception of a few media sites, these victims are never mentioned. If you can believe it, human trafficking, possession of child pornography, and DUI are all considered nonviolent crimes. Which means less severe consequences for those arrested and convicted. States like WA have legislatures that vote to minimize these crimes. I wonder why.
